If you receive a bad gift, just accept it no matter how much you don't like it. Decline a gift is rude. You can sell it on eBay if you don't want it, or give it to someone whom you think may need it.
Can't think of anything to give someone? Chances are you also don't have all that much to say to them. But there are gifts, which would be better not to give.

Fine chocolate to someone on a diet.
A very expensive gift to an employee.
Anything of inferior quality.
An item that conflicts with that person's image of him or herself.
Anything illegal, immoral, or unethical
